Other - Develop the necessary improvements at the 13/21 intersection, the primary outside circle routes of Duluth and Fish Point,a major roundabout at 13/21, right in/right out at Main and 21, and cautiously move forward with any other major contruction.

The entire area around the 13/21 intersection is complex- hence the multiple options. The difficulty is that the "perfect plan" can only come about with some give and take throughout the area- and possibly no work (or minor changes) in some of the targeted areas.
For example, a right-in/right-out at Main & 21 -with a possible left turn lane for traffic moving east on 21 -and NO LEFT TURN sign designating hours when prohibited 7-9am/ 4-6pm could improve the east /west traffic flow. The placement of a roundabout at the primary road of Duluth and 21 would allow "u-turns" back to Main- and the already existing patterns of Colorado and Pleasant connecting to the south downtown. The north downtown access can be accomplished at right in on Main & 21, right turn into Arcadia, and the IMPROVED right turn lane at 13 & Dakota.
The entire area must have expanded, drivable right turn lanes throughout. Many examples exist along CR 42. Right turn lanes BEFORE any roundabout would ease the congestion inside the roundabout. A comfortable right turn option for east and west traffic on 21 through the 21/13 intersection would allow for smoother traffic movement- especially as one turns south onto 13 - with a comfortable option to right-in to south downtown area.
Another possibility for increased access into downtown would be the modified left turn option coming north on 13- at Pleasant. This is NOT the terrifically expensive, wide area that was proposed in one of the options. (This is one of those options that has some additional complexity. We don't know the traffic amount coming south on 13- and the amount of use a right turn lane off of 21- and the option of a right-in to south downtown could create a dangerous situation between this flow and the left turn option. It would need study)
Last concept- We must consider some type of connection (and possible petition to the state) of Franklin Trail to the road on the west of 13- formerly Diggers Snowmobile. This "outside circle" could accommodate many of the issues for downtown north and south access, clear alternative to avoid the use of 13/21 intersection, and ease the issues of present and future traffic in the area of Duluth and 13.
This "ring-road" pattern has worked in various ways over the past 40+ years. It needs to be explored as part of the full picture on the 13/21 intersection. Again- many of these minor constructions can be done at lower costs- and can be modified as the needs or concerns appear.

Consider REVISED combo of B1 & B2: USE B2 BUT NO roundabout at Main, Rt IN, Rt OUT, plus East bound 21 has LEFT TURN onto Main Ave. NO further work at Arcadia. Downtown has been 2 blocks long for decades. If you want a Wayzata-look & walkability, you don't want walking ON Cty 21. Plan to expand downtown area ON Dakota West bound. Future large parking likely be on north side of 21 between library and Dakota. Expanding Dakota toward the lake makes sense.
One concern with NO lights and RoundAbout at 21/13: Is density of use 4-6pm SAME or less than 185th/Cty 50 in Lakeville?? 21/13 has less overall use BUT I'm concerned it's more dense than LV 4:30-6pm weekdays.

B1 is worst, Highest crash severity MUST be taken off the table. Comparing 185th/Cty 50 in Lakeville, I heard higher use at 185th and Cty 50. 21&13 has higher trucking usage I'm sure. Also, REALLY want to know usage of 21/13 vs. 185th/50 - How do they compare in usage 4:30pm-6pm weekdays.

Recommend REVISED B2 plan: NO roundabout at Main BUT put in Right IN, Right OUT, Eastbound 21 has LEFT turn onto Main.

Safest intersection at 21/13 would be a stop light intersection, but TIMING the light accordingly. Right now timing is intolerable. Wonder if worth considering. B2 with Stop light at 21/13. Roundabout Duluth. Rt IN Rt OUT at Main w/left turn for eastbound 21.

Roundabouts would add to the downtown character, and make CTY 21 more than just a through street.

Best alternative is combination of options. At 13; B-1. At Maine Ave; 4-Way Stop as is. At Arcadia; 2-Way Stop as is. At Duluth; B-1, or leave as is.

If "value" means least cost, then Alternative 5 (Do Nothing) has best "value". Regardless of cost, any with Traffic Circle/Roundabout/Rotary at 13-21 intersection has little to no value. They would make things worse, not better.

We are not sure that making rush hour traffic situation "better" is a priority of most residents and businesses. There are not huge accident issues. Most were rear-enders, which means lack of driver attention which will never be cured by changing intersection structure. So easier thru traffic passage should not be a priority. The current situation, or the addition of traffic lights at Main Ave would be the best for traffic and pedestrians using Main Ave. Minor other tweaks like additional lanes may be the best for the citizens of Prior Lake. Creating an easy path for traffic to use CR 21 as connection between 169/42 to I-35 is a BAD idea. The city and county have already done that by making it 4-lane straight shot all the way so Downtown suffers from the onslaught of passers-through, which is then made even worse by the success of the Mystic Lake complex. Hwy 169-13 to go east/west or CR 42 should be used for east-west highway traffic to go east/west. NOT use downtown Prior Lake as a pass through for commercial, industrial, and drive-through traffic. Maybe Prior Lake should be a bottleneck, because the better thru passage that it becomes, the greater the traffic flow will become, until we end up with a local traffic "problem" again a few years down the road and have another repeat of traffic problems that need to be solved, just like where we are at now. If we choke the traffic flow, drivers will find another "better" way to get to I-35. If the County and the State want to use 13 and 21 as main thoroughfares then they can pay to get them to by-pass our Downtown! Further, additional local traffic caused by our City Fathers love of more and more residential developments will only add to our problems, so we DO NOT want any increase in thru traffic.

With changes. We need some traffic control at Maine Avenue with normal crosswalks, We do not need any changes at Arcadia. There is almost not traffic there now. And Duluth vehicles must have left (east) turn capability. Considering there are few back-ups and accidents there now, we think the status quo is fine for now and some distance in the future.
