Should the City of Santa Clara take-on debt and other costs for a 49ers' stadium?

The San Francisco 49ers football team would like to move their home games to a stadium built in the City of Santa Clara on part of the parking lot of Great America theme park, at 5000 Great America Parkway, just south of Tasman Blvd.   This is property owned by the City of Santa Clara.
 
In April 2007, the SF 49ers proposed that the City of Santa Clara and the City of Santa Clara Redevelopment Agency join to create a Stadium Authority that would build, own and operate the stadium and schedule all non-NFL events at it.  The SF 49ers would lease the stadium for their NFL home games.

The City is now reviewing ways to fund the building and operation of a stadium through the issuance of bonds and cash from stadium revenue sources.
   
Should the City of Santa Clara use city assets or incur debt to build or operate a professional sports stadium in Santa Clara for the San Francisco 49ers?
