The Village would like to thank those who took the time to visit Open Village Hall last September to share feedback regarding home security systems as an expansion of the Neighborhood Watch program. A total of 33 people visited the topic, and three registered and three unregistered visitors submitted their feedback.
In response to the feedback, the Pleasant Prairie Police Department recently launched a Community Camera Partnership enabling residents to let the Police Department know if they’d be willing to share video footage from home security cameras aimed outdoors should a crime or suspicious activity occur in their neighborhood. The department sees the partnership as a modern day extension of the Neighborhood Watch Program. Chief of Police David Smetana explained, “This is today’s version of being a good neighbor. Neighbors can take this proactive step to help keep their neighborhoods safe and free of crime.”
“The department hopes to achieve a two-fold benefit for the community through the partnership. We hope to solve more crime in our community more efficiently, and we hope to deter future crime from occurring.” Smetana explained, “Once word of the partnership gets out, we hope people planning a crime in Pleasant Prairie think twice about being caught on camera.”
The Village and the Pleasant Prairie Police Department wish to thank residents for their feedback, through Open Village Hall and other communication channels. We appreciate your involvement in community matters.

The Village would like to thank those who took the time to visit Open Village Hall last fall and offer potential names for the natural area within Prairie Springs Park. Staff presented the feedback received to the Village Park Commission on October 4, 2016. The Park Commission decided to name the natural area Jerome Creek Preserve in honor of the historical creek that runs through the area. Thank you again to all who offered their feedback.
Since last fall, local youth have been working on an Eagle Scout project to provide an interpretive exhibit for the natural area that will identify native plant species and wildlife. Plans call for the exhibit to be placed along the bridge that crosses the Des Plaines. The Eagle Scout exhibit for Jerome Creek Preserve is currently in development. The Park Commission will consider the exhibit at their meeting on February 7, 2017. The exhibit is expected to be installed in April.

The Pleasant Prairie Parks Department is seeking community feedback regarding how to identify, or name, a natural area within Prairie Springs Park in advance of Eagle Scout projects to create interpretive exhibits for native plant species and wildlife.

The Pleasant Prairie Police Department is seeking community feedback regarding extending their Neighborhood Watch program to partner with residents who are willing to share information from external home security cameras.

The Village would like to thank all those who shared feedback regarding the day and time for Trick or Treat. Staff presented the feedback received to the Village Board for their consideration on Monday, August 15. The feedback provided showed that residents have varying opinions on whether Trick or Treat should be scheduled on Halloween or on the Sunday prior. Just over half of the feedback confirmed that the main reasons for scheduling Trick or Treat on a weekend afternoon remain valid.
During 2016, Trick or Treat in the Village of Pleasant Prairie will take place on Sunday, October 30 between 3:00 and 6:00 p.m.
Thank you again to all who took the time to share your feedback. We appreciate your input, because it offers a general context in which to make better decisions. The Village would like to remind residents to be safety minded during Trick or Treat hours.

The Village is seeking resident feedback regarding the day/time for Trick or Treat in Pleasant Prairie during 2016. If you have an opinion regarding the Trick or Treat day and time, you are invited to share your input.
Staff will compile the feedback from residents and share it with the Village Board for their consideration. The Village Board is expected to consider the Trick or Treat day and time at the August 15 Village Board meeting. The meeting will be held in the Village Hall Auditorium at 6:00 p.m.

The Village would like to thank all those who took the time to visit Open Village Hall to read about and share feedback regarding the Lake Michigan parklands. Staff presented the feedback received to the Village Park Commission for their consideration on June 7. After considering the feedback provided, the Park Commission made a formal recommendation to the Village Board to name five parkland areas (encompassing an additional portion of land along the lakeshore just south of 116th Street). On Monday, June 20, the Village Board concurred with the recommendation of the Park Commission and approved the names as proposed.

The meeting will be held in the new Village Hall Auditorium at 9915 39th Avenue. After considering the feedback provided, the Park Commission will make a formal recommendation to the Village Board.
Members of the Village Board, at a subsequent meeting, will consider the feedback and the Commission's recommendation and will then vote on the final names for the parks. Members of the Village Board, Plan Commission and staff would like to thank all of those who participated in and provided input regarding the Barnes Creek Neighborhood Plan. Input regarding three proposed neighborhood plan alternatives was received through: contact with staff, Plan Commissioners and the Village Board; through Open Village Hall; at an open house style meeting; and during a public hearing.
On Monday, April 13, the Village Plan Commission considered input from land owners, staff and members of the community regarding the three proposed plans. Information regarding the neighborhood and the Village planning process was shared, in addition to a variety of input regarding the three plan alternatives. Staff made a recommendation to the Plan Commission that they forward a recommendation to the Village Board to deny all three of the neighborhood plan alternatives. The Plan Commission agreed with the staff recommendation and voted to forward a recommendation to the Village Board that each of the three plan alternatives be denied and that staff and the landowners should revisit the three alternatives and determine ways to reduce the density of the residential development that would be allowed within the neighborhood.
Members of the Village Board were also present during the April 13 Plan Commission meeting to hear input from those in attendance. On Monday, May 18, the Pleasant Prairie Village Board concurred with the staff and Plan Commission recommendation regarding the Barnes Creek Neighborhood Plan and denied approval of the three Neighborhood Plan alternatives presented. The Board further directed Village staff to revisit the plan alternatives and determine ways to reduce the density of the residential development that would be allowed within the neighborhood as it develops.
Staff will now begin re-evaluating the plan alternatives for future revision and consideration. Based on feedback received during the public meetings, future Neighborhood Plan alternatives are not expected to include a layout for a retail supercenter. The May 18 decision by the Village Board does not call for any immediate changes to the use of the land within the Barnes Creek Neighborhood. Current zoning still allows for a drive in theatre to operate in its existing location so long as the appropriate licensing guidelines have been met. As work progresses on the neighborhood plan alternatives, staff, at a point in the future, will again present neighborhood plan alternatives before the Plan Commission. Plan Commission Agendas are posted here the Friday prior to each meeting. Plan Commission meetings are typically held on the second and fourth Monday of each month at 6:00 p.m. in the Village Hall Auditorium at 9915 39th Avenue. A new use is being sought at 91st Street and Sheridan Road as part of the landowner’s proposed neighborhood plan. The owner of property on which the former Keno Drive-In is located is seeking approval for a proposed neighborhood plan that depicts a 150,000 square foot retail supercenter at the site.
While Village staff has not yet received any formally submitted site or operational plans on behalf of the retailer regarding this property, initial information indicates that the landowner may be considering a Walmart supercenter for placement at this location. In response to the landowner’s proposed alternative, Village staff has drafted two additional neighborhood plan alternatives for consideration.
As part of the planning and development process in our community, a neighborhood plan must be created for a geographic area to guide its development, and the neighborhood plan must be consistent with the Village’s 2035 Comprehensive Plan. A comprehensive land use plan outlines general types of land uses that are permitted in different areas, while a neighborhood plan is a more refined component of a comprehensive plan. Neighborhood plans help municipalities plan for the future provision of services, such as: water, sewer, police, fire, schools, parks, and road improvements. Planning must also take into account: available (municipal) resources, architecture, urban design, transportation networks, compatibility of land uses, input from community members, and more.
Public input plays an important role in helping to shape our community into the future. Public notices have been mailed to residents both in the neighborhood and within a 300-foot radius of the neighborhood. An open house style public meeting will be held on April 13 from 3:00 until 5:00 p.m. to receive public input; and a public hearing will follow during a 6:00 p.m. Plan Commission meeting on April 13. Plan Commissioners will subsequently decide what recommendation they will forward to the Village Board. The Board is expected to consider the matter at a meeting in early May.

During early 2014, temporary stop signs were placed at three intersections in the Village (two along Bain Station Road and one at 104th Avenue and Highway C) in order to manage a traffic detour during the construction of a roundabout at Highways C and H. In September of 2014, Village staff sought public input regarding making the placement of these stop signs permanent.
The input received was shared with the Village Board who subsequently forwarded a formal resolution in support of making the stop signs at all three intersections permanent to Kenosha County. Kenosha County has jurisdiction over the County Highways (C and H) where the stop signs were placed.
Members of the Kenosha County Public Works/Facilities Committee also considered the public input received in addition to established traffic safety standards, and other relevant factors and presented their recommendation to the County Board of Supervisors who formed a final decision in early March.
For the time being, stop signs will remain at County Highway H and Bain Station Road. This intersection actually meets warrants for traffic signal installation. Once salvaged traffic signals become available later this year, Kenosha County has plans to use the salvaged traffic signals at this intersection until a point in the future when a roundabout is expected to be installed at Highway H and Bain Station Road (potentially within the next two to three years).
The stop signs will also remain at County Highway C and Bain Station Road due to the severity of the angle of the existing intersection.
Because warrants were not met for a multiway stop control at the intersection of 104th Avenue and Highway C, the two stop signs along Highway C at this intersection will be removed. The County has indicated that temporary message boards and signage will be placed notifying travelers of the change, which is expected to take place once snow and weather related conditions allow.

On Monday, December 15, 2014, the Pleasant Prairie Village Board adopted a resolution requesting that the Kenosha County Public Works/Facilities Committee consider making three temporary four-way stops (on County roads in the Village) permanent with solar-powered, flashing, red lights. The resolution was adopted in response to the input received regarding the temporary stop signs at the intersections of: County Highway H and Bain Station Road; County Highway C and Bain Station Road; and County Highway C and 104th Avenue.
The public input and a copy of the resolution were forwarded to Kenosha County for consideration. The County Public Works/Facilities Committee is expected to consider the public input and resolution at an upcoming meeting. The Village would like to thank you for your input and Kenosha County for their consideration.

Thank you to those who visited the topic and to those who took the time to share comments and/or support others’ comments. Visitors submitted seven naming ideas for our newest park, with variations of one name receiving the most support.
Staff will present the feedback received to the Village Park Commission during its August 5 meeting. The meeting will be held in the Village Hall Auditorium (9915 39th Avenue) at 6:00 p.m. on August 5. The Park Commission will then make a formal recommendation to the Village Board.

Thank you to those of you who visited the topic and to those who took the time to share comments and/or support others' comments. Initial review of the feedback indicates that many people have strong feelings and varying opinions about leaf burning.
Staff will use the feedback received in two ways: one, to draft a proposed amendment to the current open burning ordinance that will attempt to strike a balance between those who are in favor of leaf burning and those who are opposed; and two, to improve upon the collection services that are currently being provided.
Staff will also be providing printed reports of the results to the Village Board for their consideration. Once the draft amendment has been completed, it will be sent to the Board for their consideration. Please watch upcoming Village Board agendas, here, for this item.
