Statements with 'Neutral' position

I certainly won't miss the garage, but the Ashby corridor is already unusably congested between Telegraph and Claremont, and a new project with no parking allowance probably won't help that. My family and I rarely go to the Elmwood area as it is, despite living only two miles away... it's too far to walk and driving is not feasible.

So, a new project is a fine idea, the one that's described is hardly a train wreck, but it's not ideal either.
