Should we sort ALL trash, reducing disposal costs and generating revenue from the sale of reclaimed materials?

Summary

Sort ALL trash collected in the city at a central processing facility by hand and computer to achieve 100% recycling/reclaimation. This will dramatically reduce landfill use/disposal costs, generate income through the sale of these reclaimed/recycled post consumer materials and create new jobs in our city. Wouldn't this be the most effective way to achieve 100% recycling, reduce the city's waste disposal costs and generate income supplying scrap material to the market?
